About Mean Startup Cities

Mean Startup Cities is a ranking of the best startup cities in the world for 2027. It covers 1,000 cities in 139 countries, and each city gets a guide for founders: funding, company registration, taxes, founder visas, and the pros and cons of building a startup there. San Francisco Bay holds the top spot, ahead of New York and Beijing.

Every city has a total score made of three parts: quantity (how many startups, coworking spaces and accelerators it has), quality (the traction, unicorns and exits of its best startups) and business environment (national conditions for doing business). The scores come from the StartupBlink Global Startup Ecosystem Index, and since October 2026 the city guides are re-checked against official sources such as tax authorities, visa offices and company registers.

The second score is the MeanCEO Index, made for women founders. It rates ten factors from 1 to 10: weather, location, how women-friendly and foreigner-friendly a city is, English as a business language, food, how easy it is to start a family, healthcare, transport and the local startup mindset. A big ecosystem can still be a hard place to live and build as a woman, so this list looks different: Tel Aviv Area leads with 84 out of 100, followed by San Diego and San Francisco Bay.
